    Some of the UN people seem to really mean and understand it (Simon Stiell, Antonio Guterres), but don’t have the power.

    That’s absolutely by design. Nobody in a position to change course can be allowed to have a dissenting attitude.

    The roadblocks and institutional inertia of the UN is its entire purpose.
