I think Poppy Ackroyd. Her piano pieces just tell a story that i have never really quite found elsewhere. Dirk Maasen and a few others come very close, but noone can surpass her

For me it did not yet. I watch the discussion on steam and there is still not a whole lot of functional city simulation under the hood. Sure it looks fine, but i wanted a city simulation game, not a city painter
